This print is a response to the devastation of the 2011 Tōhoku earthquake and tsunami. The Tokyo Electric Power Company is riding the wave in a leaking containment vessel.

 

Namazu the giant catfish wriggles and triggers devastating earthquakes and tsunamis. Between disasters Namazu is held in check by an enormous rock or else a gourd filled with magic elixir of life. In many prints it is the job of the saru, or monkey, to wrestle with this impossible job of controlling the power of nature. Pictures of Namazu have been produced after major earthquakes and often have a satirical tone making comment on merchants who profit from the ruins of disaster. Here the traditional three wise monkeys are cast as the managers of the Fukushima reactor protecting the red discs of the TEPCO logo. Meanwhile the brave workers of the national guard are standing by to clean up the radioactive mess.
